The words נאם יהוה צבאות ואמרת אליהם (vv. 3–4) are not indicated by Sept.BSA and both Rudolph and Bright regard ואמרת אליהם כה אמר יהוה as a redactional link. Nevertheless, the speaker in vv. 4–7 would appear to be Yahweh, and the only impediment to this assumption is את משׁפט יהוה (v. 7), since את משׁפטי would be more natural, but it is safer to grant the existence of a convention that Yahweh may refer to himself
